Getting the Boat

It's actually quite simple. After getting the fishing rod from Billy, continue to befriend him. Also befriend Elza. After a while one of them will tell you that they've decided to give you their old boat. The boat is docked in the village by the lighthouse. Once you get it you can go to the mainland whenever you want!
